| 摘 要： | １８４２年《南京条约》签订后，中国被迫五口通商。从上海关税务管理委员会的“领事报关制”开始，经“外籍税务监督制”而发展成近代中国“海关外籍税务司制度”。“海关外籍税务司制度”势力不断渗入到中国的内政外交领域，对中国晚清和近代社会产生了深远影响。
