洛阳房地产抵押存在的问题

摘    要:洛阳市房地产抵押业务在逐年增多的过程中暴露出许多问题,如抵押登记程序混乱,金融机构把关不严;房地产抵押贷款方面的规范性文件滞后;房地产多头管理;评估机构无序竞争,超值评估等。这些问题的存在给房地产主管部门造成管理上的混乱,也给金融机构带来不同程度的贷款损失和风险。对此应通过优化银行信贷结构、房地产抵押贷款证券化、加强法制建设、建立以项目为核心的信贷资金管理制度等手段,防范、化解问题和风险,把损失降到最低。

Abstract:Many problem have arisen in real estate mortgage businesses in Luoyang.For instance,formalities of mortgage registration are chaotic;financial agencies are slack in supervision;normalized documents lag behind mortgage loans;multi headed supervisions are not unknown;assessment agencies compete unorderly or over assess.These problems raise questions to the superior estate administrators and have aroused chaos,and subjected financial agencies to losses and risks.Up against these problems,optimizing bank credit system,adapting mortgage to bond financing,legislative reinforcement and financial regulation system geared to projects are liable to be enforced to apply precautions and solutions to the problems and risks,and to cut down on loss to a minimum.
