贵州人口较少民族区域发展、扶贫开发与生态建设良性互动机制探析

贵州人口较少民族地处滇桂黔石漠化特困片区,区域发展滞后与贫困问题、生态环境恶化问题相互制约,互为因果,严重制约了该民族地区的后发赶超与可持续发展。对此,提出加快构建贵州人口较少民族区域发展、扶贫开发与生态建设三方良性互动发展的创新机制。

The Analysis of the Interactive Mechanism for the Regional Development,Poverty Reduction and Ecological Construction for Ethnic Minorities of Small Populations in Guizhou

The ethnic minorities of small populations in Guizhou live in rocky decertified extreme pov- erty areas of Yunnan, Guangxi and Guizhou Provinces. In the areas, the lag of development interacts as both cause and effect with poverty and ecological environment deterioration and they severely restrict the latecomer catching-up and sustainable development in the ethnic areas. This paper analyzes the tri- partite non-positive coupling of regional development, poverty reduction and ecological construction, suggests accelerate the construction of innovative mechanism for tripartite positive interaction and in- tends to search for a new way of multiple-round positive interaction for the ethnic areas.
