关于完善外国留学生法制化管理的几点建议

随着改革开放的不断深入，来华留学人数急遽增加。外国留学生的管理成为人们关注的焦点。虽然中国也有一些相关的法律法规，但由于国际国内形势的变化，已不能适应新形势新任务的要求。为进一步完善外国留学生法制管理，应制定一部外国留学生教育服务法律的龙头法；跟进各种配套法规制定，使各项措施具体化，更具操作性；加强各管理部门的沟通与协调，完善服务性立法，以期建立并切实执行一套适合教育自身规律和来华留学生特点的法制管理体系及模式。

Suggestions for Perfecting the Legal Management System of Overseas Students

The amount of overseas students increase rapidly with the development of reform and opening up. It is becoming an important issue that how to manage the overseas students by law. There are several relevant laws and regulations, which can＇t meet the needs of new changes. In order to improve the legal management system for overseas students, a leading law is called for serving overseas students＇ education. By using this law, we can make every measure into practice; enhance the communication among various management departments so that we can finally establish a set of legal management system and model which is in accordance with education development and characteristics of overseas students.
