| 摘 要： | 风险投资的本质特征是冒险，创新，竞争和资本运营。我国现行以政府为主导的风险投资显然与其运作的内在要求相悖。本论述了我国风险投资市场主体角色由政府向民间资本转变的必然性，剖析了当前阻碍民间资本进入风险投资的制度因素，并就政府如何转换职能，积极地扶持和发展民营风险投资提出相应的对策与建议。

| Abstract: | s:Risky investment feature is risk,creation competition and capital operation.The present government risky market is obviously against its internal characteristics.With regard to this question,this paper focuses on the necessity of the transformation of the subject from government to nongovernment capital is the risky market;it analyses the factors which are hindering nongovernment capital from entering the market;it also proposes some relative measures on the development of nongovernment investment in the risky amrket. |
