新公共服务理论对我国政府在社区体育管理中职能定位的启示

从新公共服务理论的视角,对服务型政府构建背景下的政府在社区体育管理中的职能定位进行了探讨。发现当前政府在社区体育管理中存在职能垄断和多重角色、公共体育产品供给不足、抑制公民参与和忽视公共利益等问题。得出了新公共服务理论对我国政府在社区体育管理中职能定位的启示:转变政府职能,建立多元责任观的价值取向;尊重社区公民的体育权利,以公民的利益为核心;在思想上要具有战略性,行动上要具有民主性。

Enlightenments to Chinese Government＇ s Function in Community Sports Management from New Public Service Theory

From the perspective of new public service theory, an analysis was made about the government＇ s function in the community sports management in the background of service - oriented government. It suggests that in the current situation, government＇ s function in community sports management is not satisfactory because of government＇ s monopoly powers and multiple roles, the shortage of public sports products supply, the inhibition and neglect to citizen participation and public interest. It draws some enlightenments to Chinese government＇ s function in the community sports management from the new public service theory： Transform government＇ s function and establish the value orientation of multiple responsibility; Respect the sports rights of community citizens and treat citizen＇ s interests as the core; Be strategic in thoughts and strive for democracy in action.
