| 摘 要： | 我国高校规划机构现有模式主要有四种:顶层设计为核心的模式,顶层设计与重点建设结合的模式,顶层设计与资源配置结合的模式,顶层设计与高教研究结合的模式。此类机构建设存在着三方面的问题:地位重要而实务缺位,职能宏大而抓手虚化,个性探索而范式缺乏。加强高校规划管理机构建设,应确立规划管理机构应有的地位,赋予规划管理机构明确的组织内涵,构建高效的规划工作系统,建立有效的运行机制,协调处理好三个关系。
