试论新型农村合作医疗制度建设中的财政支持

近年来我国农村的经济发展取得了举世公认的成就,农民的生活水平有了显著的提高,农民的温饱问题已基本解决,但由于我国特殊的政治经济条件,我国农村社会保障制度的发展严重滞后,广大农民一直游离于社会保障网之外。本文从公共财政理论的基本原理出发强调了农村的社会保障制度的建立需要财政的支撑,然后以合作医疗为主考察了现阶段财政对农村医疗保障的实际水平,最后提出加大财政支持,加快农村新型合作医疗制度的建设。

Discussion on Financial Support for Construction of New Cooperation Medical System in Rural Areas

This paper presents the development of economy in rural area and the upgrading of the living standard of rural residents. However, with special political and economic conditions in China, peasants are not involved in the network of social security. This paper emphasizes that financial support is necessary for setting up country social security system, and proposes that more support should be given to facilitate the establishment of new cooperate medical system in rural areas.
