| Abstract: | This paper describes the current development modes and the successful experiences of foreign catastrophe(CAT for short) insurance system.With consideration of Chinese current condition,it puts forward to the "three-step" strategy for establishing Chinese CAT Insurance System and issuing CAT Insurance-Linked Securities(ILS),i.e.implementing compulsory CAT insurance,developing CAT reinsurance system,issuing CAT ILS to connect the insurance market and capital market together. |
