| 摘 要： | 选取了2002～2009年16个竞争性行业里的2643家国有上市公司与1793家民营上市公司的数据,采用DEA方法,对两者的效率进行了实证研究。结果发现:国有和民营上市公司的综合技术效率和规模效率不存在差异。在对预算软约束指标进行计量并检验后,发现两者在预算软约束上也不存在差异,因此国有企业综合技术效率的提高是源于国有企业改革的成效,而不是政府的利益输送;民营企业综合技术效率无差异是由于缺乏品牌和创新意识抵消了管理上的优势;最后提出了两点建议。

| Abstract: | In this paper,the data of 2643 state-owned listed companies and 1793 private enterprises are collected from 16 competitive industries from 2002 to 2009.The DEA method is used to research the efficiency between them.It finds that there is no difference in the comprehensive technical efficiency and scale efficiency between them.After the soft budget constraint index is measured and tested,it finds that there is no difference in their soft budget constraint.Thus the development of comprehensive technical efficiency of state-owned enterprises is derived from the effectiveness of state-owned reform,rather than the government’s benefits.No difference of comprehensive technical efficiency of private enterprises is because the lack of brand and innovative consciousness offsets the management advantages.Two suggestions are proposed finally. |
