江苏省海洋国土资源与综合开发

本文尝试性地把江苏省海洋国土划分为海洋带、海岸带和沿海经济带，分别分析了各带的资源特点、空间展布、开发利用现状及存在的问题，并提出了该区的发展构想：①加强基础设施建设，坚持“超前”方针；②立足本地资源，延伸基础产业，积极发展劳动密集型加工工业；③凭借区位优势，推进外向开拓

MARINE TERRITORY RESOURCES OF JIANGSU PROVINCE AND ITS MULTIPURPOSE DEVELOPMENTS

The author attempts to divide the marine territory of Jiangsu Province into marine zone,seashore zone,and coastal economic zone.Topics such as resources characteristics,distribution,current situation of utilization and existing problems of each zone are analyzed separately'Proposals on the development of these zones are put forward as follows:1)strengthening infrastructure engineering and adhering to the "leading" principle;2)extending fundamental industries and energeti cally developing labour--intensive processing industries based on local resources j 3)promoting outward economy and strengthening cooperation with overseas enterprises by taking advantage of geographic position j4)developing coastal industry centred around sea ports by a big way;5)flourishing market economy by seizing opportunities;and 6) reinforcing legislative administration on coastal zone'
