现代社会政治体系合法性问题探讨

政治合法性是政治体系存在、持续、稳定和发展的基础和前提，体现为社会成员对政府、政治制度及其运行过程所构成的政治体系的自觉服从与认同。从政治发展的角度看，任何政治体系在社会变迁的过程中都不同程度地面临着合法性危机问题，因而政治体系在合法性创建、维持与危机的动态发展过程中必须不断地提高自身的适应能力和创新能力，致力于建构以执政党权威为基础，以意识形态的创新为导向，以公共权力有效制约的制度安排为核心，以提高政府绩效为目标的现代性的政治合法性体系。

Study on the Legitimacy of Politics System in the Modern Society

The legitimacy of politics system is the basic and precondition of its existence, continuance, stabilization and development. It appears as the self-conscious obedience of social members to the politics system. From the angle of politics development, it can be known that any politics system will face the legitimacy crisis to different degrees in the process of the social variance. So we think that the establishment, maintaining and crisis of the legitimacy is a process of the dynamic development in which the politics system must improve its own adaptive ability and innovation ability and must try to establish a politics legitimacy system. In the politics legitimacy system the authority of the party in power is the basic; the innovation of ideology is the orientation; the system arrangement of checking efficiently public power is the core, the improvement of the government performance is the goal.
