摘    要:本文在回顾我国研究生教育发展及资源配置历史变迁的基础上,分析了我国教育和科研财政投入的体制和机制,其特征表现为“国家财政拨款为主的多渠道教育经费筹措体制、综合定额加专项补助的高校经费拨款机制、直接拔款和科学基金组合的科研经费投入方式”;并对我国研究生教育财政拨款体制机制如何改革进行了探讨。

Abstract:Based on a historical review of graduate education development and related resource allocation in China, an analysis is presented on China's framework of financial appropriations for education and science research. The framework is characterized by three major approaches: government appropriations supplemented by other sources of funding, overall allocations with specific earmarks for higher education, and direct financial grants plus funding from science foundations. A discussion is also made about the reform in China's framework of financial appropriations for graduate education.
