略论生态旅游开发中的社区参与

经济比较落后的国家、地区往往把发展旅游业当作扶贫的一种途径。然而在实际中，大多数地区忽略了社区参与的必要性，社区居民没能积极参与进去，使旅游开发没有起到真正的扶贫作用。通过实地考察，借鉴有关的调查资料，对生态旅游开发社区参与的必要性进行初步分析，提出一些社区参与的措施建议，希望有助于西部大开发中的旅游扶贫工作。

On the Participation of Community in the Development of Ecotourism

The backward country and region often regard the development of tourist industry as a way for helping the poor. However, most of the regions lost sight of the necessity of community participation in practice. The residents of community unable to participate actively, as the result, the development of tourism cannot take real effect in helping the poor. By on-the-spot inspection and using relevant findings for reference, the authors make an initial analysis on the necessity of community participate in eco-tourism; and propose some measures and suggestions about community participation.
