| 摘 要： | 草原生态建设和生态建设补偿机制,是事关草原生态建设持续有效性、缓解＂三牧＂问题、建设环境友好型和谐新牧区、全面建设小康社会的关键性研究命题。目前草原生态建设补偿政策实施存在的问题有：缺乏统一规划和技术标准、基础设施建设滞后、配套资金不足、补偿标准单一、补偿期限短、短期内增加牧户生产成本、农牧民缺乏现代科学技术等。应当完善草原生态建设补偿法律机制,合理确定补贴标准和期限,建立草原生态建设补偿长期投融资机制,完善创新草原产权制度,健全草原生态建设补偿组织管理体系,实施牧区剩余劳动力转移和产业转型战略,建立和完善草原生态建设补偿机制。
