| 摘 要： | 我国脱盲标准的制定历来都是政府行为，建国50多年以来，脱盲标准的制定几经修改，已经日趋细化与完善，但同时也存在一些问题。文章在回顾我国脱盲标准制定与修改的基础上，反思其存在的问题，并就构建以提高能力为核心的扫盲指标框架提出一孔之见。

| Abstract: | Our national literacy standards are established by Chinese government all these years.During the five decades since foundation of our country,the standards changed several times specifically and perfectly.However,problems do exist.This thesis speculates the problems on the basis of looking back the changes in these years,and puts forward advice for the establishment of new literacy standards which is focused on ability improvement. |
