| 摘 要： | 认为市场化是我国城市基础设施建设运营方式改革的方向;在推进城市基础设施建设运营市场化的过程中,分析了“有序退出”是我国政府的现实选择;说明了政府“有序退出”城市基础设施建设运营的含义与特征;探讨了我国政府在“有序退出”城市基础设施建设运营过程中面临的问题,提出了五种政府“有序退出”的具体方式,并对不同方式进行了论述。

| Abstract: | This article regards marketization as the direction of urban infrastructures' construction and operation in China,promotes its course and analyses that "seceding orderly" is a realistic choice of the government,and translates its definition and character and discusses its problems,then provides five modes of orderly withdrawal,and the mode of operation mechanism in market is studied. |
