摘    要:移动学习作为现代远程高等教育发展的新阶段,当前正从理论研究向实践应用转型。移动学习在学习形式上的可移动性、学习内容上的定制性、学习设备上的便携性和学习情境上的相关性,契合了远程教育时空分离的本质特征和以促进学习者发展及满足学习者个性化学习需求的价值理念。广播电视大学向开放大学转型的过程中,面临两大瓶颈问题——构建怎样的网络教学平台与如何有效实施教学管理,这直接关系到开放大学在新的历史时期能否更好地因应时代挑战和拓展新的发展空间。基于广播电视网络、互联网络和移动网络的“三网一体”学习平台的整合,打破了原来单一网络平台之间的樊篱,确保了学习者的多样化、个性化和灵活学习。包括课程教学精品化、教学设计流程化、管理订单化、服务个性化、学习自主化、教师教学高水平化和教学评价社会化的“七化同步”的教学管理模式,革新了传统的教学管理模式,提高了开放大学教学管理的信息化水平和规范化水平。

Abstract:As a new stage of development of modem distance higher education, mobile learning is now transforming itself from theoretical research to practical application. With the characteristics of mobility of learning forms, individual learning content, portable learning device and relevant learning situation, mobile learning agrees with not only the essential time-space separation characteristics of the distance education, but also the value concept of promoting the development of learners and meeting the demand of individual learning. The Radio and TV university faces two big bottleneck problems in the process of transforming into the Open University-- one is how to build the online teaching platform and the other is how to effectively implement teaching management, which is directly related to whether the Open University can comply with the challenges of the times and explore new space for development in the new historical period. The learning platform of "Triple Nets Integration" on the base of the radio and TV networks, the Interact and the mobile networks breaks the barriers among the original humdrum networks, and ensures the diversification, individuation and flexibility of learners. Teaching management mode of "Seven Standardizations Sync" revolutionizes the traditional mode of teaching management, and raises the information level and standardization level of the Open University teaching management, which includes the standardization of high-quality teaching curriculums, the standardization of instructional design processes, the standardization of management orders, the Standardization of serving for individuals, the standardization of autonomous learning, the standardization of high level teaching and the standardization of social teaching evaluation.
