| 摘 要： | 文章提出了应用型大学的内涵和外延，分析了建设应用型大学的必要性，着重论述了政府在建设应用型大学中的主导作用，政府对高校的分类指导、学制上架设普通高等教育与职业高等教育间的桥梁、制订企业支持实践教学的政策、建立针对不同类型高校的质量评估体系等引导措施是关系应用型大学建设成败的关键。
