| 摘 要： | 发扬党内民主有利于巩固党的团结统一，推动人民民主，增进社会的和谐。高等院校肩负着培养社会主义现代化建设的高层次人才的重任，加强高校的党组织建设，特别是党内民主建设，是培养高水平人才的需要，为党的事业打下夯实的基础，保持发展的活力。
