| 摘 要： | 当前，中国犯罪控制模式基本上体现的是国家本位，打击犯罪基本上由国家包办，社会力量没有充分地动员起来，在构建和谐社会的大背景下，这种模式存在较大的缺陷。因此，应当注意推进发挥犯罪控制中的社会力量参与作用。
