| 摘 要： | 以科学发展观为指导，“自主创新、一区两制”，建立“区中之区”，是福建省可以尝试的一种发展模式。该项模式是指利用台湾海峡东西岸的特殊关系，在从福州到厦门的沿海地区，设置激活整个福建发展的枢纽“海峡经济特别区”。这种纯粹第三产业的特别区，用服务型产业群链接海峡东西岸，带动中国走向世界。
