"知识失业":经济学思考及其对策

“知识失业”,世界各国普遍存在。理论上,“知识失业”的主要原因是：（1）劳动力市场供求不平衡;（2）“职业搜寻”成本过高;（3）劳动力市场二元分割;（4）“知识劳动力”把失业当作一项“投资”。从我国现实来看：既有高教体制自身的原因;也有“当事人”的“非理性选择”因素;以及职业规划缺失等方面的原因。其危害巨大：给个人和社会带来很大的福利和效率损失;对人力资本投资产生负面激励。

"Educated unemployment" is widespread existence all most in every country.Theoretically,the main reason of "educated unemployment" is:(1)the imbalance between supply and demand in the labor market;(2)the high cost of "The occupation search";(3)intersected dualistic labor market;(4)"The knowledge labor force" chases the unemployment as an "investment".Seeing from the reality of our country,there is some factor of the higher education system itself;at the same time there is the factor of "unreasonable choice" of "the party who concerned " and the factor of the occupation programming imperfection and some other problems.It harms enormously:it brings the vast loss of welfare and efficiencies loss to the individual and the society;it also produces the negative prompting to the human capital investment of the labor force.
