创新政策制订过程融合技术预见方法的思路

 技术预见构建了政产学研相关利益者交流沟通、共同塑造未来的平台，其结果在科技政策制订和科技规划制订中得到了大量的应用。目前创新政策是世界各国研究的热点，尽量提高创新政策制订的科学性和合理性是亟需解决的重大问题。促进相关利益者充分有效的交流沟通，就创新政策制订中的重大问题达成共识是提高创新政策制订的科学性和合理性的有效手段。为此，加强创新政策制订过程与技术预见的融合研究具有重要意义。本文从分析政策制订模式变革入手，提出了创新政策制订过程中融入技术预见的基本思路。在此基础上，本文提出了未来创新政策制订过程与技术预见融合的主要研究方向。

Research on the methods for innovation policy-making process integrated with technology foresight

Technology Foresight has constructed a platform for stakeholders to communicate and shape the future together.The results of Technology Foresight have received a large number of applications in S&T policy-making and S&T plan-making.Innovation is the hotspot of policy study.However,how to improve the quality of innovation policy-making is the major problem.Promoting the effective communication of stakeholders and formulating the consensus on major issues are effective tools for improving the quality of innovation policy-making.To this end,the methods for innovation policy-making process integrated with technology foresight are very important.In this paper discussed the evolution of policy-making process mode form liner mode to loop mode.In order to cooperating with the policy-making process mode evolution,this paper give out the basic concept mode for innovation policy-making process integrated with technology foresight.In the end of this paper,the author also gives out some directions for future research.
