| 摘 要： | 马克·布洛赫曾说:"理解才是是历史研究的指路明灯",对于历史人物应该多些理解,少些批判。在万历朝这个特殊的时代背景下,内阁首辅申时行面临内阁职权困境,迫于当时的政治形势,在个人品性的政治追求下,采取了折中调剂的政治态度。在这种无奈而现实的选择下,他巧妙地在皇帝与廷臣的矛盾中寻找制衡点,挽救人才,监督国家行政,督促皇帝德行,关心民生、注重边防安全等等,从而维持了"上行下效"的行政秩序,稳定了社会发展,可谓积极的治世行为。
