长江经济带高技术产业产学研合作创新效率评价研究

基于长江经济带高技术产业产学研合作创新现状，根据产学研合作创新主体发挥的功能和作用，构建知识协同开发、科技成果转化两阶段评价指标体系，运用DEA-Malmquist指数法，分析2010—2019年长江经济带11省市高技术产业产学研合作创新面板数据，对长江经济带高技术产业产学研合作创新效率进行评价。研究结果显示：考察期间，长江经济带高技术产业产学研合作创新效率整体较高，呈现逐步上升的趋势但存在波动，创新成果有待进一步巩固。其中，创新技术是主要促进因素；科技成果转化阶段效率略高于知识协同开发阶段。最后结合研究结论，提出发挥创新主体优势、加强创新主体合作，合理配置创新资源、提高创新规模效益，以及完善创新法规制度、巩固合作创新成果等对策建议。

Efficiency Evaluation of Industry-University-Research Cooperative Innovation in High-tech Industries of Yangtze River Economic Belt

Based on the current situation of industry-university-research cooperation innovation in high-tech industries of the Yangtze River Economic Belt, and according to the different functions and roles of the innovation subjects in the industry-university-research cooperation, Establish a two-stage evaluation index system for collaborative knowledge development and transformation of scientific and technological achievements.Based on the DEA-Malmquist index method, the panel data of high-tech industries in 11 provinces and cities of the Yangtze River Economic Belt (YREB) from 2010 to 2019 are analyzed, and the innovation efficiency of YREB high-tech industries is evaluated.The results show that:(1) The overall innovation efficiency of industry-university-research cooperation in high-tech industries of the Yangtze River Economic Belt is relatively high, and innovation technology is the main driving factor.(2) The efficiency of scientific and technological achievements transformation stage is slightly higher than that of knowledge collaborative development stage.(3) From 2010 to 2019, the overall innovation efficiency of industry-university-research cooperation in high-tech industries of the Yangtze River Economic Belt showed a gradual upward trend, but there were still fluctuations, and the innovation achievements needed to be further consolidated.Finally, the paper puts forward some countermeasures and suggestions according to the results.
