| 摘 要： | 有效需求是指市场上有支付能力或有购买力的需求,有效需求不足是由于三大心理规律的影响.只有扩大政府职能,对经济实施干预,以需求管理为主,即以扩大政府开支,扩张政府需求的方法弥补私人有效需求不足.

| Abstract: | Effective demand means the demand of the defraying or purchasing power in the market . The shortage of effective demand is affected by the three main psychological laws. The government has to expand its function , intervene the economy and gives priority to the demand management. That is to say the means of expanding governments' expenses and necessities can make up for the deficiency of private effective demand. |
