| 摘 要： | 国民参政会是抗战时期的国民政府为了团结国内民众和各种政治力量而成立的一个具有象征性的准民意机关,国民参政会的成立为各种政治力量参与国家政治过程提供了一个平台,是政治制度的变迁和创新。但是由于国民参政会本身所存在的缺陷和不足,使其参政议政的作用难以得到充分的发挥。
