国有森林资源资产运营效益评价模型研究

国有森林资源资产运营效益评价是对国有森林资源资产运营结果的检验,也是对国有森林资源资产运营过程调控的依据。本文以可持续发展价值观为指导,运用系统论的观点和层次分析法,提出了适合我国实际的国有森林资源资产运营效益描述指标体系的递阶层次基本框架和评价指标体系的递阶层次综合评价模型。在借鉴国内外的有关研究成果的基础上,给出了评价指数值的5个档次的评价标准临界值阈值范围。

Study on the Evaluation Modol of Operating Benefit for National Forest Resource Asset

The evaluation of operating benefit for national forest resource asset is the test of its operating result,it is also the basis to control the operating process.Guided by the values of sustainable development and with systemic theory and hiberarchy analysis,the paper provides a step-up hiberarehy basic frame to describe the index system and a step-up hiberarchy general evaluation model to appraise the index system which are suitable for the practice of national forest re- source asset operating benefit.On the basis of using domestic and overseas relative study results for reference,it pro- vides the threshold value range of the critical value of 5 grades appraising criterion for appraising index values.
