| 摘 要： | 战略性新兴技术是一个国家或地区在一定时期牵引和支撑着战略性新兴产业形成和发展的高技术集合体。每个领域的战略性新兴技术都是一个由众多单项技术或单元技术所构成的技术体系。对战略性新兴技术进行结构分析，目的在于通过专有技术开发中的主要难点辨识核心技术、关键核心技术，确定一定时期的主攻目标。为了推动战略性新兴技术的发展，需要实施的基本对策包括组建“管-学-研-产”开发共同体、充分发挥高等学校的核心作用、加强发展战略和技术标准研究、造就开发共同体的领军人物和创新团队的带头人。
