提升县域工业经济档次是新世纪发展壮大县域经济的需要。县域工业经济档次的提升，一要建设起点高、硬件强、软件优、规划科学合理的工业园区；二要想方设法筹集资金和狠抓科技创新能力的提高；三要大力培植新的经济增长点；四要把工业做大做强，形成大型骨干企业集团；五要抓好管理，建立规范有效的现代企业制度。
