| 摘 要： | 我国经济发达的农村地区正在探索特困人群医疗救助与新型合作医疗保险相结合的制度运行实践,常熟市是先行的试验地区之一.结合常熟市的情况,分析了制度模式的形成、特点和发展的成效,并针对存在的一些突出问题提出了进一步完善的思路和对策.

| Abstract: | Economically developed rural areas in China are exploring a new implementing mode of combining medical assistance for the impoverished in rural areas with the new rural cooperative health service system,and Changshu City is one of trial areas.According to the reality in Changshu,this paper has analyzed the formation of the combined system,its characteristics and effectiveness.In addition,this paper proposes some measures to tackle prominent problems and improve the system. |
