创新社会治理视域下社会体育服务组织的培育与发展*

采用文献资料法，立足经验分析与制度分析，以我国社会体育服务组织为研究对象，总结并反思了社会体育服务组织参与社会治理的优势与不足，在分析该类组织培育与发展背景的基础上，提出了进一步培育与发展社会体育服务组织的策略，力求充分发挥出社会体育服务组织在社会体育治理中的功能和作用。提出的思路包括，在培育方面，要从基础发展到战略高度，从平台搭建到政策导向，从扶持关系到合作关系，从制度设计到多方监督；在发展上，扩大社会体育服务组织的规模，提升社会体育服务组织能力建设，规范社会体育服务组织的运作，建设职业化管理和专业化服务队伍。

Cultivation and Development of Social Sports Service Organization on the Perspective of Innovating Social Governance

By using the method of literature review, the paper is based on empirical analysis and institutional analysis, takes Chinese social sports service organization as the object of study, summarizes and reflects the advantages and disadvantages of social organizations to participate in social governance of sports service, and puts forward the cultivation and development of social sports service strategy. The idea of this paper is that the cultivation field should be from the foundation of the development to a strategic height, from the platform to the policy guidance, to support the cooperation from the relationship, from system design to multi-party supervision; in the development of social sports organizations, expand the scope of services, improve social sports service organization ability construction, organization of social sports service standard the operation, construction occupation management and professional service team.
