| 摘 要： | 在琉球事件期间,中国驻日本公使何如璋的处理意见不无正确,然而未被采纳,致使中国在琉球事件中一步步地丧失了主动地位,日本把琉球夷为冲绳县。驻外大使的意见没有得到充分尊重,外交理念没有改变, 事务性地派遣驻外使节致使早期的驻外使节不能有效地发挥作用,这也许不仅仅是何如璋一个人的郁闷和悲哀, 也是晚清外交近代化的悲哀。

| Abstract: | During the Looehow Affair,all the suggestions of HE Ruzhang,who was the ambassador of Qing Danasty in Ja- pan,were refused by the government.It lead to the loss of Loochow.Suggestions of ambassadors could not be paid attention to.diplomatic ideology was too obsolete,to send ambassadors as a routine gave no functions to diplomatism,this situation is not only a pity to HE Ruzbang,but also the diplomatism modernization of late Qing Dynasty. |
