| 摘 要： | 近代初期，在解决战时财政问题的过程中，英国国债政策初具雏形。它之所以取得成功，不仅得益于近代初期英国金融技术、金融机构以及证券市场的发展，更有赖于光荣革命后政府的机构创新以及信誉提高所带来的制度保证。
