英国促进技术转移和产学研的分析及启示

本文分析了英国在技术转移方面的做法及对我国的启示，高效率的技术转移和产学研活动不是仅仅依靠市场就能解决的，当然也不是完全依靠政府以公共财政支持就能实现的。在我国市场体制还未完善、政府拥有绝对权力和资源的情况下，政府最初的主导或引导，以及持续地支持都是必不可少的，但在内部管理上，要借鉴市场机制所蕴含的竞争和激励因素。

Enlightenment from the Technology Transfer System in Britain

This paper analyzes the promotion and its enlightenment of technology transfer in Britain, and efficient technology transfer and cooperation activities can not be achieved only depending on the market or public financial support of the Government. In our country, because the market system is not yet perfect and Government has absolute power and resources, the initially lead and continuous support from Government is essential, but the internal management should borrow the competition and incentives of market mechanism.
