| 摘 要： | 近年国内外经济环境发生很大变化。种种迹象表明，我国依靠大量消耗资源和劳动力、不惜损害生态环境的发展模式已经走到了尽头。各种生产要素价格上升的压力、环境成本内部化的压力和人民币升值的压力都说明逼迫我国经济转型的力量正在聚集。我国发展模式要向着以效率和创新驱动型的经济发展模式转变。企业是全社会创新的主力军，地方政府应当尽快实现职能转变，为经济发展模式转型营造一个良好的环境。

| Abstract: | In recent years the economic situation at home and abroad change greatly.Now our development model on expending large amounts of resources and manpower has been the end.A lot of power now force the transform of the economic model.Our development model should transform to a new model driving by efficiency and innovation.The enterprise is the main force of social innovation,and local governments should change their functions and make a good environment for the transform of economic development model. |
