对农村中小学闲置校园校舍利用的若干思考

受学龄人口总量下降以及流向城市现象加剧等因素的影响,农村学校数量不断减少,且校舍老化现象加剧,闲置校园校舍增多,农村教育资源浪费较为严重。庞大的闲置校产是非常宝贵的资源,因此,闲置校园校舍的确权、处置和利用工作应引起高度重视。近年来,各地积极探索,从政策上、资金上加大力度提高闲置教育资源的利用效益。但现状仍不容乐观,主要是土地所有权不清晰,校舍产权不明确,缺乏相关政策依据,疏于管理加剧了资产浪费和流失,不规范处置现象难以杜绝。为此,建议全面排查,摸清家底;分类处理,教育优先;依法处置,循序渐进;政府统筹,着眼长远。
