| 摘 要： | 在我国近代图书馆的变迁中,存在着政府、精英、公众等主体。本文对晚清精英群体:维新人士、驻外使臣、出洋考察大臣、地方督抚、地方士绅等在近代图书馆制度嬗变中的地位和贡献进行概述和分析。
