对实施“以县为主”农村义务教育管理体制的思考

对农村义务教育管理体制的正确理解是实现农村义务教育健康发展与完善的关键因素。“以县为主”的管理体制的实施,有效地促进了农村义务教育的发展,但在实施中却存在着诸多问题,需要我们进行以下思考：由“以乡镇为主”彻底转变为“以县为主”涉及到县、乡镇两级财政与事权的重新划分;目前仍有许多县不具备实施“以县为主”管理体制的基本条件;县级如何管理广大农村中小学;“以县为主”的农村义务教育管理体制,将管理事务与经费筹措的职责一同交给县级政府,这种体制从总体上看仍囿于现行体制框架之内,未能解决农村义务教育体制城乡分割这一根本性问题。
