| 摘 要： | 发展是当代中国的主题。科学发展观是用来指导发展的,不能离开发展这个主题。坚持科学发展观,促进自学考试的和谐发展,是时代赋予我们的历史使命。在当前,要实现自学考试的和谐发展,必须以科学发展观为指导,强化选拔人才、服务社会的办考理念,着力构建政府、社会和考试机构共同参与、良性互动的现代自学考试体制,坚持"以考生为本"的办考方针,努力增强为考生服务的意识和责任感。
