| 摘 要： | 从法律与实践的角度对中国足协的性质进行分析，认为中国足协作为登记注册的非营利性社团法人，从事着管理经营如足球职业联赛等各种商业活动，并从中获取利润。同时，中国足协经《体育法》授权，也拥有全面管理全国足球运动发展的行政职能。中国足协做出的处罚行为是不平等主体之间的行政处罚行为。中国足协的性质是具有行政管理职能的社团法人。
