征地补偿制度改革与经济发展观念的改变

探讨了征地补偿制度改革与改变经济发展观念之间的关系,对不同经济体制下的征地补偿制度以及主要的征地补偿制度改革思路进行了比较。在经济转轨过程中,混合征收制度下的征地补偿制度改革包括三种类型:计划征收与准市场征购并存条件下的征地补偿制度改革、准市场化政府统一征购、准市场征购与市场征收并存条件下的征地补偿制度改革。我国现阶段征地补偿制度改革也应向市场化方向发展。

Reform on Land Compensation System and Change on Economic Development Concept

This paper discusses the relationship between reforms on land compensation system and viewpoints on economic development. It compares some main reform thoughts under different economic institutions. In the tran- sitional period mixed compensation system reforms include three types： reform under co - existent condition of planned land acquisition and quasi - market land acquisition ; quasi - market land acquisition by the government; and reform under the condition of quasi - market and market land acquisition. In the current situation in our country, reform on land compensation system should be market -oriented.
