| 摘 要： | 在梳理三权分立制度的基础上,对其分权性质及分权原则发生嬗变的原因做了系统分析和探讨,认为三权分立制度嬗变是传统代议民主制走向衰落,行政集权民主制基本形成,政党政治民主制有效运作综合作用的产物。
