| 摘 要： | 政府在社会生活中扮演着重要角色,其作用的发挥受制于政治、经济、文化诸条件,其中政府理念是不可或缺的因素之一。文章在梳理法治的基础上,追溯了不同时期的政府理念,提出在法治社会中应进行“善治”的政府理念。

| Abstract: | The government plays an important role in the social life and its function is depended on the conditions such as politics, economy, culture and so on. Among them the governmental idea is an essential factor. In this article, on the basis of regulating law, the author dates back to the governmental idea in different times and raises the idea of "ruling by kindness"in a law-ruled society. |
