| 摘 要： | 我国《全民健身计划纲要》颁布实施至今,其执行过程中仍然存在着一定的阻滞现象。这与政策执行主体的特性、政策文本的品质、政策相对人对纲要的认同度以及纲要执行所需资源的准备状况等方面的不足有关。为此,破除纲要执行阻滞效应的策略也需要从这几个方面着手。

| Abstract: | In China,Sport-for-all Programhas been promulgated for many years,but it's implementation is not very smooth.The block of the implementation of Sport-for-all Programis owing to some defects of the executant,the text,the object and the required resource of the acts.in order to promoting the implementation of Sport-for-all Program,we must eliminate these defects. |
