论民主的经济价值

民主作为人类的共同理想，始终为人们所追求，但是为什么要追求这一理想，人们在观念上并不一致，尤其是对于民主的经济价值，往往未能得到普遍的重视，本认为，民主能够营造良好的，稳定的，持久的社会秩序，而这种秩序是社会经济发展的必要条件；民主可以发挥人的积极性，塑造具有责任心，富有创造性的国民，从而充分发挥绝大多数国民的人力资源，而充足的，高质量的人力资源是经济发展的绝对优势，民主可以最大限度地降低政府成本，从而直接间接地提高社会财富总量，民主政治的运作成本往往低于非民主政治的运作成本，因此，民主不仅是人类政治生活的目标，而且也是社会经济发展的前提和基础。

On the Economic Value of Democracy

Democracy, a common ideal, has consistently been pursued by human beings. But they haven't found a common ground on the purpose of this ideal, and especially, they do not tend to attach universal importance to the e-conomic value of democracy. This essay argues that democracy has four functions. Firstly, democracy can build a good, stable and lasting social order, which is essential to economic development. Secondly, democracy can bring the initiative of the masses into full play and model the people of a nation with a sense of responsibility and a spirit of creativeness. As a result, the human resources of the majority of a nation will be fully developed. As we all know, adequate and excellent human resources constitute the absolute advantage in economic development. Thirdly, democracy can cut down the cost of government to the greatest extent and directly or indirectly improve the total value of our social wealth. Lastly, the operation cost of democracy is generally lower than that of un-democratic operation. All in all, democracy is not only the objective of human political life, but also the prerequisite and basis for e-conomic development.
