摘    要:我国现行的干部人事制度改革,促使干部人事管理模式从以职务管理为主向职务管理与职责管理相统一、以职责管理为中心的管理模式转变。只有深入调查分析基层林业领导干部的不同岗位职责和岗位能力需求,才能科学制定出具有针对性的培训方案。

Abstract:Under the framework of the present cadre personnel system,the management pattern of the personnel system is undergoing profound changes from the pattern of post management-centered into the responsibility-centered together with the combination of post management and responsibility management.The target-oriented training plans can be worked out only through the comprehensive analysis on the demand of post responsibility and professional ability of cadres of primary level.
