| 摘 要： | 地方政府在企业技术创新中并不是全程参与，而是有其具体的职能定位，其职能定位于技术创新社会支撑体系的建构过程中。其具体表现如下：首先是作为资源支撑子系统环境背景；其次是作为中介支撑子系统建构者；第三是作为规则子系统主导要素。

| Abstract: | In the process of enterprise technology creativity,local government does not participate the whole process,but has its own function orientation.Its function is to construct the social supporting system as follows :firstly,as the environmental context of resource supporting subsystem;secondly,as the constructer of medium supporting subsystem;thirdly,as the dominant element of regular subsystem. |
