| 摘 要： | 建国以来政府职能的错位和缺失不仅造成了经济和社会发展的滞缓,甚至导致了国家的动荡.论文从马克思主义国家职能观出发,分析了建国以来政府职能定位的得失及其与社会经济发展水平的联系,阐述了适时调整政府职能对于构建社会主义和谐社会的重要意义.

| Abstract: | The construction of harmonious society is a complex social system project,it is the permanent object of human society as well.However,the sluggish development of economy and society caused by the dislocation and lack of the governmental functions which even led to the turbulence of country.The thesis starts from the Marxist functions of country,analysing the gains and losses of the orientation of governmental functions and its connections with the level of social economic development,expounding the significance of adjusting the governmental functions timely to the construction of harmonious society. |
